From the NY Times story about the president's trip to the Gulf Coast:

Sometimes, Mr. Bush said, “it’s hard to see progress when you’re living close to the scene.” But as a visitor, he said, he detects a resurgence, a renewal, because “the spirit of the people down here is strong.”
